day on the hill where women many see as the face of obama failures kathleen sebelius was taking heated questions from senators, frustrated senators, democrats frustrated with the sheer breakdown of obamacare to the web site disaster to the embarrassing numbers enrolled. >> i am accountable to this committee and to the american public for getting the fixes in place. and we are committed to getting healthcare.gov fixed. >> you have been misleading the american people and the president has over and over again. i would rather you say we were wrong, yeah, we didn't know the truth. >> made a promise to fix a broken system and make sure all americans have affordable healthcare. you mad cdad secretary have to make good on that promise. >> in the last five weeks it has been a miserably frustrating experience for far too many americans. it is unacceptable and i am accountable. >> you said america should hold you accountable which is why today i repeat my request for you to resign. >> resign, we all know that ain't going to happen. accountability, please, the woman still has her job. people are f

them. and kathleen sebelius if it wasn't a perfect timing photo op moment, the thing goes down as she's smiling for the cameras. how do they defend this stuff? >> i think on the payment plan you're absolutely right. it seems bizarre that they would move forward with everything when 30% or 40% of it is not fully built, it's the payment part. so jay carney was asked what if people want to take advantage of the tax credits and enroll by the end of the month and the payment part is not ready. do they not enroll or not ready to primetime? in addition to fixing the website's glitches and everything, if this payment system is not built in the next few weeks or at least by the end of the year, before january 1st coverage begins, that's another huge problem. the broader point i do have to make in fairness to the white house, they insist they're going to get past the website problems and past what you're raising and millions more people will be covered with insurance and a lot of people in this country will see their premiums come down. >> there are two things wrong, though. >> between now and

-raiser in florida last night, kathleen sebelius gets nailed as healthcare.gov crashes just as the secretary smiles for her photo op. the law is falling apart at the seams and so is the president's approval rating, at an all-time low, 37%. maybe dragging it down is americans' realization that the law is a disaster. 31% approval rating on obama care. how many people think the law is working out well? only 7%. what's the white house make of all this? as ed henry knows, ed, are they so insulated that they can't even fathom the thought of scratching and starting over? >> reporter: i think panic may be a bit strong, but they're deeply concerned, they're worried. pick your adjective. bottom line, they realize the bottom is falling out both for the president's approval rating and approval of this law. if you look at this cbs poll, you already laid out some of the top-line numbers. when you dig a little deeper, it's only like 31% approval of the law. that is a drop of 12 points in one month. well, what's happened in the last month? you've had the botched rollout and the president's broken promise about, yo

kathleen sebelius, and i think this is an underreported story. saying today hhs has plans to, quote, reinvite people to sign up. what does that translate to? that translates to them sitting on millions of dollars, which they are. there was one report on how much money they're sitting on to try and advertise to get healthy young people into the system. and eric, because they didn't have the political courage to make that penalty more than the premium, they can run all the ads they want with our money which is going to -- really going to bankrupt us. i still don't think they're going to have people sign up. they have doctor shortage, lack of people enrolling, premiums going through the roof because of adverse selection and the employer mandate which is the biggest issue set to drop in ten months. >> bob, the question, i'm sitting there waiting, probably an hour and a half hearing, senators like to talk, they like to hear themselves speak. who made the call to go october 1st knowing very well there was security risks and the website wasn't ready. >> first of all, let me say, i'm sweati
